Phoner(Lite) supports RFC2833 and SIP INFO - these are both use outofband signaling variants. 
If you are using Phoner (not PhonerLite) you can configure "own DTMF" at Options/Communication/CAPI to force inband. This makes only sense when using G.711 codecs.
