Hello,
Would it be possible to make it so that Phoner when looking at the incoming number will see either + or 00 as the same - so that it can pick them out of the phone book in either case?

You see the number of the remote party in the log book. You can right click on that and chose "Save in phonebook". You can then set the name for this entry. 
Now there is no problem in mapping anymore, because exactly the number format of your provider is used.
