Can I make free calls to a friend who has a different sip voip provider than me using PhonerLite? 

When I try calling SIP addresses I get 30 seconds of silence then the call is dropped.

PhonerLite can be used in peer-to-peer mode. Create a new profile and don't set a server in "Proxy/Registrar". You can then enter a destination address like "sip:number@ip-address" - of course you have to enter the public IP-Address or domain (DynDNS) of the other party. The problem is that such direct calling is not possible per default, because the called party has to set some a port forwarding of the used SIP-Port to the internal PC running PhonerLite.
