hello,
sorry for my mistakes, english is not my native language. Embarrassed
My windows 11 program is configured correctly, I checked it several times, but the outgoing call does not go.
just says long wait
and the beeps don't go

Are you using the latest version of PhonerLite (3.04)? Registration is successful (see status bar) and incoming calls are working fine? Only outgoing calls are not possible? 
In the logbook you see the reason for failed calls. What do you see there?
