If the called party is busy, the program can play a busy signal? If a busy tone plays the IP-PBX, the program indicates normal completion of the call, and must indicate that the user is busy.

Are you using Phoner or PhonerLite? In Phoner you can enable the options "EarlyB3Connect" and "Late Disconnect" in Option/Communication/CAPI.

PhonerLite plays a busy tone after the remote party disconnects the call. But if the call was never established before, no acoustic signal is played.
