If you have administrator right you can active the callto URL handler. But you are free to call the application manually, e.g.

PhonerLite.exe callto://1234567 

if you want the application to dial the number "1234567".
You only can specify the profile within PhonerLite - there is way to do this by command line. Sorry.

This TAPI driver is for enabling TAPI-Applications (e.g. Outlook) to dial a VoIP number.
So you have a PC with running Outlook (using TAPI), a VoIP phone and a PBX or service provider supporting VoIP.
The mentioned support for Phoner for this scenario: replace Outlook with Phoner. Phoner supports TAPI too.
Phoner in SIP mode doesn't support the needed REFER.

Take a look at tools like VoipDial. Phoner itself supports "phoner://" URLs only.

I'm testing Phoner (in the scenario mentioned) and I'm watching the debug log, that shows the following:

13:09:19,717: lineMakeCall()  to 0656931545
13:09:19,717: ...failed: 0x80000005
13:09:19,717: Status: disconnected
13:09:19,717: active call index=0

The call is diconnected and not transfer to VoIP phone. What I'm doing wrong?

Take a look at the menu Optione/ISDN/Location. There you can see the prefixes.
