Please let me know if possible to dial from computer 
and then pick up an IP phone ( desk top phone)

That is not the intention of Phoner (and PhonerLite). You need a dialer application.

Sorry, but I have no experience with such dialers. There are a lot of solutions for dialing from Outlook. I can't recommend a special solution.

You can dial from your pc and use your IP desk phone. You just need to install siptapi.tsp and use Phoner in Tapi mode.  Download siptapi.tsp and follow the instructions from 
http://www.ipcom.at/en/telephony/siptapi/ ;  


If your calls are not dialing correctly check the dialing prefix under Options / ISDN / Location.  Took me a while to figure that out.
