That is called "Dial-Around-Service" in other countries.
Keep in mind that Phoner is a classic ISDN tool. It uses features that are common for German telephony network. 
Later supported VoIP is used by a compatibility layer - so Phoner still thinks it uses ISDN. That is the reason why PhonerLite was created. That is just for VoIP and more for international usage.
