Is it possible to skin or change the look and feel of PhonerLite ?
Either in the free version or via commercial licence ?

There is no commercial version of PhonerLite. 
You can switch to dark mode by right clicking at the upper button bar. There you can see an entry called "appearance" in context menu. There is no other way to change the look and feel.
